Is this still planned? With no ability to group or organize notes outside of Tags being able to more easily filter for combinations of Tags (using And logic) is key

This is basically taken care of in the new advanced search, just not in the all notes view…

Yes, I'm finding that the larger my reflect brain gets the more I need this feature. I use tags to categorize "things", but I also use tags to show status of those things. So if I want to find all my #archived #projects I'll need to be able to filter on multiple tags. Otherwise, I end up having to search through numerous categories of items that are #archived.
